My wife was wondering the same thing about Jesse Quinn, as she watched his weather in the early AM just before leaving for work about 4:45. (WMBD This Morning doesn't air until 5 am).
I knew the GM at WEEK/WHOI had retired, and they have gone through about 3 news directors in last few years. I've known the Assistant News director since my PCCEO days when he was a photographer, and we worked together for a few months at CAT.
As far as repeating stories: it could be newscasts that run for 2-2.5 hours are packaged for those who only have time to watch perhaps 30 minutes or less. Or you have some that don't get up until 6 or 7 am.
Good Day Central Illinois, however, is more of a magazine type show, with headlines at the end of each half hour.
Even before I started at WMBD, we tuned in more to Chris Yates for weather more often in early afternoon broadcasts.
