I doubt it all they saw was the dollar signs and flashy ad campaign

You're making yourself look pretty silly. The part you quoted led into why NY developed the Excelsior Job Plan. So that what you're implying would NOT happen.

Amazon was NOT to get any tax credits unless they passed a yearly performance goal set up by NY. They weren't to get ANY of it in advance.

Meeting yearly performance goal = receipt of tax credit.
 
Not one penny before. No one was handing Amazon 3B. They were to earn it over the years.
 
No performance as per agreement = no tax incentive.
 
It's Econ 101.

The mere prevalence of corporate welfare doesn't vindicate the practice.

It has just announced in WSJ and elsewhere that Amazon is taking about 350,000 sq. feet of office space in the west side of Manhattan near Hudson Yards. The jobs will be some of the jobs that were lost when Amazon canceled their plans for a second headquarters inQueens. NO surprise this is happening.
 
Facebook is in talks to lease 700,000 sq.feet a few blocks away from Amazon.
