Tax credits and incentives can play a large role in economic development, but their impact can be hard to measure, said Morgan Scarboro, a policy analyst at the Tax Foundation, a Washington, D.C.-based think tank.
 
"Every state wants a company like Amazon, but states should instead fix their tax code for everyone instead of arbitrarily picking winners and losers," she told Bloomberg BNA in a Sept. 22 email. "Tax incentive programs cannot, by design, be a wide-reaching, long-lasting way to achieve economic growth, but a well-structured tax code can be."
 
She called for states to employ "strict evaluation methods" for tax incentives to make sure the gains are worth the large amounts of forsaken revenue they represent.

She made it very clear every place wants it this good. Not going to happen they need to fix tax codes. Then goes on to say better make sure its a good deal before proceeding. All sound like pretty sound advice all of which the COP didn't do either.

@AllHailTheQuisp : Like the ladies, title said "Hard to Measure" What do you compare it to if they hadn't done this and 25 years later? What if Microsoft was to move in or Google it would have to be that level of a company to compare with. Then again the number are subjective no hard fact they will happen as promised.

@AllHailTheQuisp : I doubt it all they saw was the dollar signs and flashy ad campaign. Would even bet a lot of campaign donation got made as well as perhaps some friends were to get hired.
